How to start a new program?

I'm curious about the general procedure for starting a new bloodless program. I live in an area with a population that is growing very rapidly, and the nearest centers are 60+ miles, generally into urban areas where traffic can be an issue. This area is the Lehigh Valley, around Allentown, PA. There are several good hospitals in the area, and I would think that at least one would be interested in establishing a bloodless center for this region.
