JW Infant with Down Syndrome & PDA & ASD

Hello,
I'm an Occupational Therapist working with a JW family who have a premie with Down Syndrome and has been diagnosed with Atrial Septal Defect (ASD) and Patent Ductus Arteriosis (PDA).
The hospital wants to go in and repair the PDA but want consent for stand by blood if the ductus hemorrages. The family won't give consent and hospital wants to override.
This is complication is suppose to rarely occur. But if it does I am not sure that even administering blood would help at this point.
Is there a risk of saving the baby's life with blood and creating further problems due to hypoxia etc.
The hospital is trying to intervene legally to force the issue. Medically, at the point of a ruptured ductus what percentage of children would if given blood actually survive and if so at what quality of life?
Can both surgeries be done without blood?
Any comments would be much appreciated. Trying to do an article search as well.
