In regard to obtaining a program mailing list, Ms. Vernon's approach appears to be excessive. The purpose of HIPPA laws are to protect and prevent the misuse of medical information. A hospital advertising their programs and services does not impinge on patient confidentiality. I can see a potential problem if the hospital or program is selling or sharing their mailing lists with outside sources.
